Helping existing residents with critical home repairs

Invest 亚特兰大 administers two 业主康复 (OOR) programs, that operate in various neighborhoods around the city of 亚特兰大. They include 亚特兰大 Heritage and Westside Heritage 业主康复 programs. 

Heritage OOR programs are the 亚特兰大市's goal to increase investments from public and private sources to support affordable housing and anti-displacement in 亚特兰大.

Invest 亚特兰大 and the 亚特兰大市 Department of City Planning and Community Development utilized $22MM of the 2021 Housing Opportunity Fund to support the continuation of a citywide program to assist homeowners with up to $30K in critical health and safety repairs on the major systems in their home.

The citywide 业主康复 program provides eligible homeowners with up to $30,000 in eligible health and safety repairs to critical systems in their home.  Funds are provided as  a deferred forgivable loan for either 5 or 10-years at a 0% interest rate with payments deferred and forgiven until the earlier of loan maturity, 出售, 所有权转让, or failure to maintain the property as the primary residence during the term of the loan.  Direct construction amounts of $15,000 or less have a 5-year term, and direct construction amounts over $15,000 will have a 10-year term.  The principal balance is reduced by 10% or 20% annually, provided the eligible homeowner maintains primary residency.  The prorated remaining balance is due and payable immediately if the home is sold, transferred or no longer the primary residence within the term of the loan.  A lien will be placed on the home.

Preliminary Guidelines (subject to change prior to application launch.)

  • Homeowner must reside within the 亚特兰大市, excluding the Westside Tax Allocation District.
  • Must be a primary homeowner and existing resident of the property at least five (5) years prior to application.
  • Annual Household Income must not exceed 60% of area median income (“AMI”; adjusted for household size, 可能会有限制).
    • 1 Person Household ($42,900)
    • 2 Person Household ($49,020)
    • 3 Person Household ($55,140)
    • 4 Person Household ($61,260)
    • 5 Person Household ($66,180)
    • 6 Person Household ($71,100)
    • 7 Person Household ($76,020)
  • 65岁以上高龄家庭, 退伍军人, Disabled Head of Households and those that have been in their homes for 15+ years will have a priority in the program.
  • 房主 with 1st and 2nd mortgage liens are permitted, provided all mortgages are current and not in default.
  • 房主 with outstanding tax liens, FIFAs, etc. are ineligible for the program.  Water liens with a payment plan are eligible.

Take the following steps to get prepared!

  • Ensure your mortgage payments are current.
  • Ensure that your title is clean with no outstanding liens, other than your mortgages.
  • Ensure that all owners agree with participating in the program.
  • Ensure that you have active homeowners’ insurance.
  • Ensure that you have documentation of your veteran status, if applicable.
  • Ensure that you have documentation of your disabled status, if applicable.
  • Ensure you have documentation of your income.

Westside Heritage 业主康复 Program -- 常见问题解答

This OOR program is for residents in the Westside TAD neighborhoods of Vine City, 英语大道 and portions of Castleberry Hill), and is funded by the Vine City Trust Fund and Westside TAD tax increment financing.  It provides up to $60K for health and safety repairs for eligible households earning 80% of the area median income or less. Funds will be provided in the form of a 10-year forgivable loan at a 0% interest rate with payments deferred and forgiven until the earlier of loan maturity, 出售, 所有权转让, or failure to maintain the property as the primary residence during the loan term.

夫人. Henderson is 亚特兰大 native and has been a homeowner in the 亚特兰大市 for 65 years. As a recipient of a forgivable Heritage Owner Occupied Rehab loan, Henderson was able to afford critical health and safety repairs on her home.

“A lot of people don’t think about the seniors,亨德森说。. “I think the program is a nice thing for senior citizens because seniors don’t really have a lot of money to get these things done.”
 
Henderson bought her home because she was interested in being a homeowner instead of renting an apartment in 亚特兰大. 用她的贷款, 她能去除霉菌, 安装新木板, treat and repair termite damage, 修理她的热水箱, 升级的管道, 换掉她的楼梯.

The Heritage 业主康复 (OOR) program has helped Mr. Robert Fisher stay in the East 亚特兰大 home he has lived in for more than 45 years.

His daughter Jacqueline told him about Heritage OOR, and with the funds he received, program managers from the National Property Institute made important repairs to his home. These included upgrades to his heating and air conditioning systems, a new coat of paint on the house, and the trimming of trees on his property.

Asked if he’d recommend the program to his friends and neighbors, Mr. Fisher said, “Of course I would.”

“I think it’s a good idea,” he said. “我很感激.”

“I think it’s a beneficial program for people that plan to stay in their homes,” his daughter said. “这是值得的, especially if you’ve got many things you want to have repaired and you’re on a fixed income, you can’t afford to get it done yourself. So it’s beneficial, very beneficial.”
